[LD22exec] [TCDEC] Washblog review of TCD membership debate

I think this blog should be sent out to the full PCO membership for them
to read and respond to.  It is not us, the executive committee, that is
trying to keep this some sort of exclusive club.

IMHO we look really bad in this blog.
